Balloon Debate Chair introduces the Debate:
Chatham House rules: Participants are free to use the information heard from speakers have spoken about, but neither the identity nor the affiliation of the speaker(s) should be revealed.
No 'Chat to Everyone' - members can make floor contributions instead half way through the Balloon Debate.
There are up to 6 speakers -
1) First speech length: 2:30, 2:45, 3:00
2) Each speaker in turn can rebut: 2:30, 2:45, 3:00
3) 1st Timekeeper report for first speech of each speaker
4) First Zoom vote for Best Speaker - with 6 speakers, the two speakers with the lowest votes are removed, with 5 speakers, the lowest vote speaker is removed.
(if there is a tied vote, the speaker(s) who spoke longer will be removed.)
5) Floor Contributions (no response from the 4 speakers) 0.45 1.00 1.15 upto 10-12 mins
6) Second Zoom vote for Best Speaker - the speaker with the lowest vote is removed.
7) Cross examinations - 3 speakers question each other upto 10-12 mins
8) Third Zoom vote - the speaker with the lowest vote is removed.
9) Final speech length (2 speakers): 2:30, 2:45, 3:00
10) Final Zoom vote - the speaker with the highest vote wins.
